CBI/SIT submits closure report

CBI/ SIT submitted the Final Report in connection with the alleged fake encounter/ extra judicial killing of one Nameirakpam Gobin and one Nameirakpam Nobo by a combined team of Imphal West commando and 39 Assam Rifles on April 4, 2009, before the Court of CJM Imphal West today.
Following the submission, the Court has issued summons to the family members of two deceased for necessary hearing December 17.The FR or closure report mentioned that the death of Nameirakpam Gobin and Nameirakpam Nobo of Bashikhong Maning Leikai, was earlier registered by Lamphel PS and it was alleged that the FIR was lodged by Huidrom Sukumar, then Sub Inspector of Imphal West commando that on April 4, 2009 (at around 9 PM) acting on reliable information about the presence of some underground outfit in and around Langol Game Village area, a combined team of Imphal West commando and 39 Assam Rifles rushed to the spot and conducted a frisking operation.
During the check, around 5 unknown individuals began firing upon the combined team after which the complaint and other commando personnel jumped out of their running vehicle to escape/ avoid the incoming fire and they retaliated.
It was alleged that the fire fight lasted for some minutes and two of the said unknown individuals were shot by the combined team and arms and ammunition were recovered from near their dead bodies.
During the investigation of CBI/ SIT, it was revealed that the deceased Nameirakpam Gobin and Nameirakpam Nobo were cousin brother and used to work as brick masons/ Jugalis.
On the day of incident, at around 5.30, they went out of their homes but failed to return.
The FR mentioned that a Magisterial enquiry conducted by then ADM, Imphal West, in pursuance of a State Government order of June 21, 2010, concluded that Gobin and Nobo were killed in an alleged encounter with a combined team of Imphal West commando and 39 Assam Rifle on April 4, 2009 near Election Office, Game Village road, Langol area and the Magistrate was of the view that the incident was a real encounter.
The medical officer who conducted the post mortem examination stated that the firing was from a different range, the FR added.
The Court, after going through the FR praying for closing the case, issued summons to the family members of the two victims for hearing on December 17 .
