Imphal, September 12 2019:
Chief Judicial Magistrate, Imphal West today rejected the bail applications filed by the head warden and the warden of Standard Robarth Higher Secondary school on health grounds.
It may be mentioned that head warden Kamei Illen and warden N Jinnty are presently lodged at Manipur Central Jail Imphal in connection with the death of Ningthoujam Babysana, who was found hung to death inside the boarding of the school on July 18.The order was passed today by the Court after a hearing of the bail petitions.
During the hearing, the Court observed that the petitioners are the authorities of the school looking after the children of different age groups, their mental disposition, their social and cultural backgrounds and reasoned that the conduct of the two accused, shown by the available materials, raises reasonable ground for proper and further investigation.
However, the Court also opined that the investigation of the case is not continuing at the expected rate.
Observing that the case is a sensitive one, the Court ruled that releasing the two individuals at the current stage of investigation is against the interest of the State, the law and order situation and the society at large, as there exist chances that the investigation might be hampered by them or others.
On the other hand, the Court announced that it is aware of the illness and health of the accused persons but it does not find the condition serious to get them released on bail.
As such, the Court directed the SP of Manipur Central Jail Imphal to get them treated and to submit the necessary report before the Court in case their health deteriorates.
The Court then rejected the bail applications filed by the two individuals.
