Fund embezzlement slur on Zilla Parishad Member

Imphal, January 30 2018:
Hiyangthang Zilla Parishad Member has been accused of fund misappropriation amounting to Rs 3.95 lakh under Mahatma Gandhi National Rural Employment Guaranteed Scheme (MGNREGS) in the name of drain construction.
The accusation was made by secretary of Hiyangthang Mayai Leikai Awang Apunba Singlup, Loitongbam Amuba in a press meet held at the office of Social Welfare Club, Hiyangthang Mayai Leikai in Imphal West today evening.
He said that a local organisation carried out digging work of a drain along 1 km Hiyangthang Mayai Leikai road during August-September of last year by engaging machines and other equipment.

He elaborated that around Rs 70,000 was spent in hiring an excavator and buying culverts for the construction.
Surprisingly, a signboard of MGNREGS was put up at the construction site after the completion of the digging work.
When the concerned officials were enquired about the matter, they refused to give any clarification.
After a few days the signboard was removed, he said.
He said that the drain was constructed to control flash flood in the area.
The organisation was not aware whether the construction work of the drain was included in the work programmes of MGNREGS or not, he clarified.
He contended that the organisation approached Hiyangthang Zilla Parishad Member Sarangthem Silasana who was the Pradhan of Hiyangthang Gram Panchayat when the construction work was carried out, to refund the amount incurred in the construction but she refused to do so.
Left with no option, the organisation met the concerned BDO to enquire the matter.
During the meeting the BDO revealed that fund for construction of the drain had already been sanctioned, he said.
Taking strong exception to the matter, he urged the authority concerned to take up appropriate action against the Zilla Parishad Member for fund misappropriation.
