Imphal, November 27 2013:
President of All Manipur Bar Association Khaidem Mani has refuted the report of National Human Rights Commission (NHRC) which said that most fake encounters are carried out by the police rather than the army.
Mani was commenting on the NHRC report during the observance of 16th Anniversary of Supreme Court Upholding the Constitutionality of AFSPA, 1958 organized by Just Peace Foundation at Manipur Press Club here today.
He further said that the armed forces are given special powers under AFSPA and the act has been misused to carry out gross human rights violation.
The report of NHRC has been botched up and it partially indicts the state police leaving out the army men in fake encounter cases.
AFSPA is a jungle law and it has been imposed discriminately only to Jammu and Kashmir and northeastern states.
Such law has no relevance to modern democracy and it should be scrapped by the Indian Government in line with the recommendations of Justice Jeevan Reddy Commission, he enjoined.
Mani also maintained that the army and other security forces are enjoying impunity under the special provisions of AFSPA.
They are often let free even if they are involved in human rights violation, he added.
The observance was also attended by General Secretary of Manipur High Court Bar Association Jhaljit, Managing Trustee of Just Peace Foundation Anandi and President of EEVFAM Takhellambam Renu.
