Gazette notice issued on MSSC Act 2022

Following the assent of the Governor of Manipur, The Manipur Staff Selection Commission (MSSC) Act 2022 has been published in the Manipur Gazette.
The MSSC Bill was introduced in the state assembly by chief minister N Biren during the second session of 12th Manipur Legislative Assembly on June 26 and was passed unanimously by the members on August 1 .
The Governor then gave his assent to the Bill on August 9, making it an Act and was published in the state Gazette.
It may be noted that the Staff Selection Commission is responsible for recruitment of posts in subordinate services, while the top-level posts are recruited by Union Public Service Commission.
Likewise, the top-level posts in the state are recruited by the State Public Service Commission, and subordinate posts by State Selection Boards.
In Manipur's context, Manipur Public Service Commission has been conducting recruitment for top level posts, while the departments concerned have been conducting the recruitment for subordinate services due to absence of a Staff Selection Commission or Board.
As such, all subordinate posts from now on will be recruited by Staff Selection Commission, following the enactment of the MSSC Act 2022.The MSSC will consist of a chairperson and two members.
The chairperson shall be a retired officer from All India Services who had drawn a pay scale not below the rank of super-time scale, or from Manipur Civil Service, government-aided institution or semi-government organisation and had drawn a pay scale not below that of Selection Grade Officer at the time of retirement.
The two members shall be retired officers of the government, government-aided institution or semi government organisation and have drawn a pay scale not below that of Level-14 at the time of retirement.
Both the chairperson and the two members will hold office for three years or till the age of 65 years, which is earlier, and will not be eligible for reappointment.
The Commission will also have a secretary who shall be from the Manipur Civil Services not below the rank of Selection Grade Officer, with the appointment to be treated as on deputation.
The Commission will have its headquarters in Imphal and the Department of Personnel, Government of Manipur shall be the administrative department of the Commission.
