Govt likely to miss Aug 15 deadline

It would be difficult to pass a new Bill by the deadline set by the JCILPS which is August 15 .
Speaking to media persons by the sideline of Patriots' Day observation at Congress Bhavan here today, the Chief Minister categorically stated that it would be much more desirable to table a Bill acceptable to the people after a thorough discussion rather than acting hastily.
Even though the second round of talk held between JCILPS and the State Government yesterday could not achieve any breakthrough, the Chief Minister expressed keen desire to discuss the Bill once again together with JC1LPS leaders and legal experts on August 17 .
It is the wish of the Government to table a Bill after incorporating the five points suggested by JCILPS.
The issue is a public issue, Ibobi acknowledged.
Like other Bills, the particular Bill would also require Governor's assent.
Even if one wishes to incorporate different provisions and clauses, there is a strong reservation whether the Governor refuses to give his assent.
As passing a Bill is beyond the authority of the Government, the Bill should be passed after due deliberation in the Manipur Legislative Assembly.
The Bill was drafted at the recommendation of the State Government and this is not the final draft.
To fulfil 100 per cent of people's wishes is something not always possible.
Discussions and consultations would be far more positive.
Stating that the earlier Bill has been withdrawn, a Judicial Enquiry has been instituted, and all arrested students have been released without any condition, Ibobi maintained that the State Government has been responding positively to the demands of JCILPS and the people.
Talking about the Naga peace accord, Ibobi stated he met the Prime Minister, the Union Minister and interlocutor RN Ravi and demanded full text of the accord.
Union Home Minister Rajnath Singh as well as RN Ravi stated that the peace accord is only a framework and all the Chief Ministers of Assam, Manipur and Arunachal Pradesh would be consulted with the details of the accord are worked out.
Prime Minister Narendra Modi gave the same reply but he also assured that no final solution would be made without consulting the State Governments of Assam, Arunachal Pradesh and Manipur, Ibobi conveyed.
