Imphal, June 13 2011:
The Constitution of India is "too much unitary," the Communist Party of India (CPI), Manipur State Council Monday demanded that it should be amended so as to make it a "federal constitution" .
There should be a federal polity in the country said CPI Manipur state secretary Langol Iboyaima addressing a press conference here.He further demanded reformation of the economic policy so that each state of the country could stand on its own.
Manipur which is backward in every field should be given a 'Special Status' category state so that its economy and social status can be improved.
The demand is among the five-point political resolution passed in the three-day 20th conference of CPI, Manipur Council which concluded yesterday.
The resolutions were passed after a thorough discussion during the conference in which central leaders of the party also participated, he added.
Other resolutions include working hard to form an alternative government of the CPI and left parties in alliance with other democratic political parties in the state, to pressurize Central government to initiate talks with insurgent groups and to work for strengthening the territorial integrity of Manipur.
Asserting that Manipur is a state having the second highest number of pending cases among the states in the Northeastern region, the first being Assam, the conference also decided to urge the Centre to set up a separate High Court for the state at the earliest.
The conference discussed on the disturbances faced in the procurement of essential commodities on the two National Highways, 53 and 39 and resolved that Centre should set up Highway Protection Force without further delay and also to hand over maintenance work of NH-53 to the state PWD observing the ineffective work of the BRTF currently handling the improvement work, the outgoing state secretary of the party said.
An Anti-corruption bill of its own should be framed by the Manipur government and enacted as Act to check the rampant corruption in the state, Iboyaima asserted demanding that ministers and MLAs should declare their assets.
The conference also thoroughly discussed on the making of a state policy for street vendors, a youth policy which would provide unemployment allowances, and problems faced by the employees of the state government.
M Nara Singh who isthe new CPI secretary justified that CPI inclusion as partner of the Congress led SPF government saying that the era of one party rule has ended.
