Imphal, September 10 2014:
Strongly denouncing the statement of Dr..JSuresh Babu, Principal Secretary (Home), Government of Manipur published in local newspapers on Sept.
10 which charged the JCILPS with taking law in its hands, the Joint Committee on Inner Line Permit System (JCILPS), Manipur has reiterated that there is no ban on entry of non-locals into Manipur.
A statement issued today by W.Ananda Meetei, Convenor, Publicity Committee of JCILPS said the Task Force of JCILPS has been assisting the defunct state Home department by screening the non-locals for proper ID proofs either to handover them to the Police or to send back to their original place.
It is unfortunate that a responsible person of the state government like the Principal Secretary (Home) issued the statement without knowing the ground reality and the impending Demographic Imbalance which is leading to extinction of indigenous population of Manipur, charged the Joint Committee.
Saying the Committee has been demanding a framework to issue official identification documents along with the reasons and duration of stay of the outsiders, the JCILPS said immigration of outsiders without proper identity documents is against law.
While charging Dr.Suresh Babu of supporting the non-locals who are staying without proper identification documents, the JCILPS statement expressed apprehension that Dr.Suresh Babu may be involved in the perpetration of racial attacks on Manipuris settled outside the state.
By portraying the ongoing ILP movement as anti non-Manipuris, the Principal Secretary (Home) Dr..JSureshbabu has made instigations to carry on maltreatment of Manipuris living outside the state, alleged the statement.
Pointing out that a government has the responsibility to protect the lives and properties of the people, JCILPS emphasized that Manipur government must ensure safety of the Manipuris living in other states.
Dr.Suresh Babu and state government should be held responsible for any untoward happening to the Manipuris staying in in other parts of the country, the statement pointed out.
Dr.Suresh Babu is quite unfit to hold the post of Principal Secretary (Home), as he being a non-Manipuri is posing as a barrier to the demands of the indigenous people, it added.
JCILPS did not turn up for talks with the government on September 9, in protest against the undesirable actions of Addl.
S.P.(Traffic) Y.Victoria, the Joint Committee explained while asking the Home Department whether it is under Addl.
SP Victoria or whether the state Home department tried to sabotage the talks by using Victoria as a tool.
Denying any illegal actions on the part of the task force of JCILPS, the statement reiterated that it never resorted to vacate the non-locals from the state.
The JCILPS has taken up the task of screening the non-Manipuris only to save the indigenous population from being extinct amidst the uninterrupted intrusion of non-locals, it added.
When the JCILPS volunteers nabbed a number of Bangladeshis without any official ID proofs at Pallel, the police stations of Pallel, Kakching and Imphal East refused to accept the foreigners in their custody, recalled the statement while expressing apprehension of any hidden agenda of the state home department.
