Imphal, August 07 2015 :
CPI Manipur State Council has demanded the Government of India to make public the full text of the peace accord it signed with NSCN-IM on August 3 .
It was during the previous NDA Government that the Bangkok Declaration was signed with the same rebel outfit in 2001 which extended the cease fire pact to Manipur without territorial limits.
For the first time, the then CPI general secretary AB Bardhan raised strong objection against the Bangkok Declaration on June 14 the same year.
This was followed by massive, violent protest movements culminating in the loss of 18 lives.
The mass uprising is remembered every year on June 18, said a press release issued by CPI Manipur State Council deputy secretary N Mangi.
Starting from the idea of Purvanchal Pradesh proposed by the Government of India in 1948, CPI has been opposing any move that has the potential to disintegrate Manipur.
Even if the peace accord is cloaked in secrecy, it is a non-negotiable stance of CPI that the peace accord should not infringe upon the historic boundary of Manipur.
The Union Home Minister has been urged to make public the full text of the peace accord.
A memorandum would be dispatched to the Prime Minister shortly, it conveyed.
The Governments of Manipur, Assam and Arunachal Pradesh cannot afford to remain silent spectators.
They must declare their respective positions on the issue.
Meanwhile, MLA L Ibomcha has categorically stated that it is not appropriate for the Government of Manipur to take any part in the discussion for implementation of the Naga Peace Accord, recently signed between NSCN-IM and the Government of India.
"We cannot recall any incident wherein the Government of India has asked the Chief Minister of Nagaland, representatives of Nagaland Government and the NSCN-IM to take part in any discussion pertaining to Manipur because this has never happened in the past", the MLA asserted in a press release.
It would be a blunder to be a part of the discussion because it may finally make the State Government bound by any decision adopted at the discussion.
Rather, the Chief Minister of Manipur should exert sustained pressure on the Government of India regarding the ILP issue and avoid being lured towards the discussion over Naga peace accord.
