Owing to the lack of any negotiation regarding payment of 17 percent backlog Dearness Allowance (DA) between the State Government and the three employee organisations while signing an MoU on June 8 this year in connection with the implementation of 7th Pay in the State, Manipur Secretariat Services' Association (MSSA) has submitted a memorandum to the State Government demanding payment of the DA within the month of July itself.
Demanding the backlog DA to be paid before implementation of 7th Pay in toto, MSSA has warned that it will resume cease work strike from August.
According to a press release issued by the general secretary of MSSA T Babudhon Singh today, during the signing of the MoU, the State Government had assured that the benefits of 7th Pay Commission with the Fitment Factors of 2.57 would be extended to all the State employees and pensioners with retrospective/notional effect from January 1, 2019 and actually with effect from April 1,2019 .
The Government also assured that all other benefits of 7th Pay with the usual allowances for the period April 9 (2019) to March 31 (2020) shall be deposited into the GPF account of employees whereas the revised allowances of the 7th Pay benefits would be given in cash from April 1 (2020) and to address all issues and problems of work charge/muster roll and casual employees at the earliest.
Demanding the issuance of an order in connection with the MoU at the earliest, it warned that if an order is not issued, the association will be compelled to treat the MoU as withdrawn.
MSSA further demanded payment of the backlog DA within the month of July and threatened to resume cease work strike from August if the State Government fails to do so.
