An ultimatum has been served to Chief Minister N Biren Singh to resume the arbitration process for expansion of National Highway-2 in the Imphal-West section.
Submitted by the Joint Action Committee of NH-2 Expansion Affected Land Owner (Package 5A & 5B of NH-2 Senapati to Imphal), the memorandum said that the affected land-owners have been refusing to collect the compensation amount as the value of land provided by CALA in connection with the expansion of the highway is very low.
Saying that the value of the land given by CALA is not reasonable, the affected land owners continued that they filed a case before the High Court of Manipur in 2021 pertaining to the issue.
The High Court, had in its verdict given in 2022, ruled that the value of the land should be increased and the arbitration process should be completed within six months from the appointment of an arbitrator, it said.
Maintaining that the arbitration process was started in the last month of 2022 but the arbitrator has not decided the value of the land till today, the affected land owners continued that their repeated appeals to resume the arbitration process have been disregarded.
They also said that no process has been initiated to give land allotment to the affected patta holders despite the assurance given by the Cabinet.
The Cabinet had assured that all the pattadars affected by the highway expansion project will be given land allotment, it said.
The affected land-owners demanded that all the work for the expansion of National Highway in Imphal West section should be stopped from July 28 if the issues are not solved by July 27 .
