CBI submits charge-sheet on MU works

The Anti-Corruption Bureau (ACB) of the Central Bureau of Investigation (CBI), Imphal has submitted a charge-sheet on four employees of the Manipur University in the award of contract work on the basis of forged documents.
The charge-sheet against EE Kh Shyamchandra, AE L Meghachandra Sharma, UE (University Engineer) in-charge and ES (Engineering Supervisor) L Dhanabati was submitted to the Special Judge, Manipur East on Thursday last.
The CBI has also obtained prosecution sanction from the MU authority on June 7, an official source said.
The case was related with the award of contract work to be executed by Th Shyam Singh in the name of S Deban allegedly on the basis of forged documents during 2008-09 for the ground improvement work on the northern side of Hospital Road of MU.
The CBI was investigating into the case after registering as an FIR under section 182/211 of IPC related with corruption.
In the charge-sheet, CBI alleged that EE Shyamchandra, AE Meghachandra, UE S Rajen, ES Dhanabati along with Library Attendant Th Shyam (now terminated) had entered into a criminal conspiracy to award the work to S Deban which was to be executed by Th Shyam.
CBI investigation revealed that in 2008, Shyam requested MUSU's Kongkham Kiran Singh to allott some minor contract work.
Kiran requested UE S Rajen in presence of AE Meghachandra and EE Shyamchandra to give some contract work to Shyam.
During the investigation, CBI revealed that during 2009 Meghachandra with his undated signature put up an estimate of ' 5,99,328 for the work "Ground improvement on Northern side of Hospital Road, MU" to the the EE (civil) for approval in file no.MU/5(12)2003-UE-Vol-I, regarding misc and minor works
Shyamchandra submitted the file to S Rajen for obtaining administrative approval from the competent authority.
S Rajen submitted the file to the Deputy Finance Officer (DFO) with a request to accord the approval.
The finance department, after examining, submitted the file to VC for consideration.
The then VC C Amuba accorded the administrative approval and sent the file to Shyamchandra for further necessary action which included among others to issue a notice inviting tender.
UE, S Rajen issued three tender forms by-passing the EE who is the authority to issue tender forms and Dhanabati filled the rates in the tender forms with forged signatures of the contractors and the same were shown as submitted by the contactors.
Investigators revealed that Dhanabati manipulated the tender rates and increased the same by almost ' 1 lakh.
She also prepared the comparative statements based on the tender papers manipulated by her.
No tender opening committee was formed.
She prepared the negotiation letter dated 7/04/09 on the letter head of S Deban purportedly written by him.
Later, an agreement to be entered with the contractor on 20/05/2009 was prepared by Dhanabati using a forged signature of contractor Deban.
During the investigation, handwriting experts confirmed that Dhanabati various false documents included comparative statements, the measurement book, the negotiation letter, agreements on the first to the final bill.
All these were based on the quoted rates concocted by her, the charge sheet mentioned.
