Uncertainty hangs over extension of SoO pact

Even as the term of Suspension of Operation (SoO), a tripartite agreement involving the Central Government, State Government and Kuki UG groups under UPF and KNO, is due to end on November 21, the question of whether or not the agreement would be extended further remains uncertain.
The reason behind the uncertainty of over extension of SoO lies in the fact that some of the Kuki UG groups are violating the ground rules of SoO agreement.
According to a highly placed source, the Union Home Ministry extended the SoO agreement for a short period of three months starting from August 21 2012 last on the ground that the SoO ground rules are being violated by Kuki UG groups.
So, the SoO thus extended is going to expire on November 21 .
It has been reported that cadres of certain Kuki organizations under SoO agreement were not found in their designated camps even though strict orders have been given to remain in their camps.
Instances of kidnapping for ransom, extortion and intimidation by Kuki UGs also indicate that the SoO ground rules are being violated blatantly, the source noted.
However, there have also been reports after SoO, the crime rate in the state has been certainly decreased and the law and order improved.
