Imphal, June 12 2021:
People's Action for National Democratic Movement (PANDM) has demanded stringent punishment against those involved in the recent attempted kidnapping of a minor girl.
In a statement released by its IPR secretary, PANDM informed that on June 10, an 11-year-old girl staying in a rented quarter at Nagamapal Kangjabi Leirak went missing, following which the girl's family and the locals launched an intense search.
Subsequently, a post was uploaded on social media seeking the help of the people in location the whereabouts of the missing girl, whose family is originally from Ngaikhong Khullen in Bishnupur district.
The next morning, they received news that the girl was found inside a Bolero vehicle parked at the premises of a house located in front of the club building of Kangjabi Leirak.
Immediately after the girl was rescued, a report was made to the police, who then arrested two suspects and are currently in the midst of interrogating them.
However, the issue is that the two suspects are non-locals and as such, the type of crime needs to be ascertained ie, whether it falls under sexual abuse or organ trafficking.
As the victim is a minor, it has been reported that the matter is being discussed under juvenile justice, the secretary informed.
PANDM then urged the victim's family to have courage and convey the entire incident to the authority so that strict punishment could be taken against the accused persons under the POCSO Act and JJ Act.
"This is not the first time such an incident has happened in the state as there have been similar instances of outsiders, especially those wanted for various crimes in their respective states, coming to Manipur and staying at rent/ hotels, while continuing to commit crimes in the state as well.
In this regard, JCILPS has been demanding ILP permits be compulsory for all those entering the state.
Even if they come to the state without an Aadhaar or voter cards, they could get the same in the state with much ease, allowing them to stay in the state without much issues.
What needs to be done is for landowners leasing out rooms to ensure all the documentations are in order before permitting the outsiders to rent rooms.
Ignoring such key concerns just for the sake of getting some money per month is a huge factor behind the occurrence of such crime", the body remarked.
Raising concern that more people could be involved in the attempted kidnapping in addition to the two suspects, PANDM urged police to pick up the Bolero owner, driver, the landlord and others without any exceptions.
Stressing that the victim must speak up for the sake of future generation, PANDM reiterated its demand that stringent punishment should be processed against those involved in the attempted kidnapping of the minor girl.
