State honour given to Ukhrul ambush victim

Full State honour was given today by the State Government of Manipur to KS Thotyo, a 5 IRB rifleman attached to Imphal West Police Commando unit, who was killed in Ukhrul district yesterday in the attack by armed militants.
After the post-mortem, the mortal remains of the slain rifleman were brought to 1st Manipur Rifles Complex here where Chief Minister O Ibobi Singh, Deputy Chief Minister Gaikhangam, other Ministers, MLAs and Government officials paid their last respect to the departed soul.
Apart from offering floral tributes and lying of floral wreaths, a two-minute silence was also observed.
Later on, a gun salute was given in respect of the slain rifleman.
Family members and friends of KS Thotyo were also present during the ceremony.

Meanwhile, replying to queries from reporters on the sideline of the ceremony, Chief Minister O Ibobi Singh said that the State Government is constantly monitoring the situation in Ukhrul as well as in all the other districts of the state on daily basis.
Since Ukhrul district is limping back to normalcy, the State Government is trying to withdraw the state police forces and IRB deployed in Ukhrul town, the Chief Minister said, adding that if the situation demands, the state forces would be deployed again in Ukhrul till the situation is stabilized.
The Chief Minister further said that the real identity of the culprits involved in yesterday's attack resulting in the killing of the rifleman and injuring two other police commandos is yet to be ascertained.
On the issue of Inner Line Permit (ILP), the Chief Minister said the matter could be peacefully sorted out between the Government and the Joint Committee on Inner Line Permit System (JCILPS) without the involvement of violence and force.
He also said that it is wrong on the part of the JCILPS to take the law into their hands and try to exercise it by using various unexpected ways.
After the ceremony at Ist MR Complex, the Chief Minister visited the injured police personnel in the Ukhrul attack, namely Kapminlian Mangson and Khumukcham Amuthoi at JNIMS and RIMS and enquired about their health.
It may be noted here that while condemning the deadly attack which took away the life of KS Thotyo, the Government of Manipur yesterday announced Rs 5 lakh ex-gratia and a Government employment to the next of kin of the slain rifleman as well as financial assistance of Rs 1 lakh each to the two injured police commandos.
