Imphal, July 08 2022: A meeting of the state cabinet chaired by chief minister N Biren on Friday approved summoning of the 2nd session of the 12th Manipur Legislative Assembly from July 25, and recruitment of 700 posts in the revenue department.

The meeting held from 10 am to 1.30 pm passed most of the agenda discussed.

Speaking to some media persons after the meeting, IPR minister Dr Sapam Ranjan informed that the duration of the assembly session will be decided later on by the Business Advisory Committee.

He further said that the cabinet approved constitution of a Committee for Management and Utilisation of Government Assets with chief secretary as the chairman and administrative secretaries and managing director of Manipur Police Housing Corporation as its members.

The cabinet also approved formulation of Rani Gaidinliu Nupisingi Scheme (RGNS) under 100 Days Action Programme of the government under which financial assistance of Rs 50,000 per annum will be provided in two instalments of Rs 25,000 each to a woman member of families having less than Rs 2.5 lakh annual income.

It also approved scheme for provision of scooty to girl students, who secured 80 per cent marks in science and commerce streams and 75 per cent in arts stream of Higher Secondary Examination.

However, children of government employees as well as children of families exceeding annual income of over Rs 8 lakh would not be eligible for the scheme.

A scholarship programme for providing Rs 50,000 one-time incentive to children of small, marginal or landless farmers pursuing technical education at graduation or higher level was also approved by the cabinet, the minister said.

Keeping in view of the issues faced by the revenue department in identifying en-croachers and evicting them in every district due to lack of manpower, the cabinet approved recruitment of 700 posts in the department as well as recruit nine posts for Smart City Limited.

Friday's cabinet meeting also approved re-development of Inter State Bus Terminus (ISBT) at Khuman Lampak, Imphal on Public Private Partnership (PPP) model and engaging an agency on a lease of 50 years by floating tender.

It also approved Revised Manipur Electric Mobility Policy, 2022, and to make registration of e-vehicles free of cost while giving different rate of concessions in motor vehicle tax for different types of e-vehicles.

For the first five years, there will be 30 per cent concession in tax for first 1000 electric two-wheeler vehicles; 30 per cent concession for first 3000 electric three-wheeler vehicles, e-cart and e-rickshaws; 20 per cent concession for.

first 1500 electric four-wheeler vehicles; 20 per cent concession for first 30 strong hybrid four- wheeler vehicles; and 20 per cent concession for first eight e-buses.

The cabinet also approved setting up charging stations for e-vehicles in all the fuel outlets under CAF&PD.

There will be no parking fee for all e-vehicles for five years in government allotted parking spaces.

The cabinet approved direct purchase of land for INA Complex at Moirang, and construction of a star category WIP guest house at the plot of the erstwhile complex of Gauhati High Court, Imphal Bench on PPP mode.

It also approved dissolution of JNIMS Society and bringing the operation and management of JNIMS under the state government.

The cabinet also approved creation of faculty posts and opening of office of director for Churachandpur Medical College.

Dr Ranjan further informed that Friday's cabinet also discussed proper maintenance of Kangla Nongpok Torban, which has become a popular recreational park for people of all ages.

The government entrusted MAHUD department to run the park on trial basis and was able to collect revenue of nearly Rs 4 lakh in just two months.

Considering the potential of generating additional income, the cabinet discussed formulation of a systematic way of management and maintenance for the park, he added.

The cabinet also approved provision of Rs 2 lakh ex -gratia to the next of kin of the two Tamil youths, who were recently killed in Tamu town of Myanmar, the minister added.
