PPPVDC raises stir alarm over sluggish PMGSY work

Condemning the sluggish pace of construction of Halang-Paoyi (Peh) road being undertaken under Part l of PMGSY Phase lX in Ukhrul district's Chingai Block, the Phungcham Paorei Peh Varenglai Development Committee (PPPVDC) has sternly warned that the villagers of the area would take up intense agitations if the concerned agency did not commence the work in due earnest within a few days' time.
The work order for the said Halang-Paoyi road construction under Package No.MNO 991/PMGSY-Phase lX was issued by the Manipur State Rural Roads Development Agency (MSRRDA) on 12 November 2014 in the name of one special class contractor Vareiyo VS, but the Part l work has not been taken up till date, said Ngasoching Zimik Chairman PPPVDC during a press conference held at UDWJA office on Friday.
He disclosed that the road construction from Halang to Paorei covering a stretch of 12 kms is to be executed under Part l of PMGSY Phase lX with a total tender amount of Rs.4, 26, 35, 547.88."The time span allowed for the work which is black topping- is 18 months but now over one year has gone by without any work execution", he lamented.
Peeved at the continued delay in work execution, PPPVDC members had even apprised the matter to the MSRRDA authorities but to no avail, he rued.
"If the concerned agency would not begin the work within few days in right earnest, the villagers under PPPVDC would resort to various intense agitations, while pursuing intervention of the higher authorities," Zimik informed.
"In this regard we had even met the contractor Vareiyo who said that the work execution was in the hands of certain agency of the concerned local MLA which had only used his name in the tender process," pointed out Moon Shimrah Chairman Peh village, before adding that Vareiyo nevertheless assured that he would prevail upon the agency to commence the work by 20 September as the committee desired.
"Only in November, the workforce turned up at the site along with a few JCB earth excavators, but then the work is done only for namesake without any real progress," Shimrah said.
The PPPV region is highly fertile and productive for agricultural farming but owing to poor road connectivity farmers in the area are unable to supply their agricultural produces to the market for years, said Shaingam Longleng Vice Chairman Paorei village.
"When the villagers learnt that the road conditions in the area would be improved through PMGSY work, they were filled with hope, but now the prolonged delay in road construction has dashed the hope of the villagers," he related.
Meanwhile, PPPVDC has lauded the work agency namely, M/S Marung & Sons engaged in PMGSY Part ll package no.MNO 992 for satisfactorily constructing the Paorei to Peh road covering 14 km as per guidelines.
