Ningthouja Lancha granted interim bail

Session Judge, Imphal East today granted interim bail to Ningthouja Lancha, convener of the Manipur People's Assembly and also directed OC Porompat, Police Station to release him on bail on execution of Rs 50,000 PR bond in the event of arresting him during the interim bail period which is till December 11 .
The order was passed after hearing an anticipatory bail application filed by Ningthouja Lancha (61) s/o late Biramangol of Keishamthong Laisom Leirak.
The petitioner's counsel submitted that the petitioner is working as the convener of a preparatory committee of the Manipur People's Convention and a public meeting was scheduled to be held from November 27 to January 3, 2004 at City Convention Centre and other areas in connection with the present issue in Manipur.
The said meeting was scheduled to be held under the aegis of the preparatory committee, Manipur People's Assembly and the petitioner being the convener of the committee has been actively organizing the said convention, the counsel said.
A team of Porompat Police Station came to the residence of the petitioner and raided his house with an intention to arrest him on 27 November at around 12.15 am.
The petitioner is quite innocent and he has not committed any non-bailable offence but has an apprehension that he might be arrested by police on false and concocted charges, the counsel said and prayed for granting anticipatory bail to the petitioner.
The Court, on perusal of the anticipatory bail application along with the enclosed documents, observed that the matter would be considered after a detailed report is received from the OC, Porompat Police Station.
The Court then directed the OC, Porompat police station to furnish a detailed report regarding the FIR/matter.
In the meantime, the Court granted interim pre-arrest bail to the petitioner.
In the event of arrest of the petitioner, he shall be released on execution of PR bond of Rs 50,000 with one surety of like amount on the condition that the petitioner shall cooperate with the investigation and shall not leave the State of Manipur without prior permission from the Court, the Session Judge further directed police.
The Court fixed December 11 for submission of report and further hearing of the anticipatory bail application.
