Kadangban Killing: JAC calls strike; demands probe into Jan 28 incident

Out of the two suspected KNF cadres shot dead by personnel of 8 Assam Rifles during an alleged encounter at Kadangban Thongkhong under Lamshang Police Station in Imphal West district last night, one of the slain is reportedly an "innocent person" .
Enraged with the incident, a Joint Action Committee (JAC) was formed on Thursday to press for justice against the killing of Khupneilal Neihsial and Robert Hesei.
The JAC has now demanded a magisterial enquiry into the alleged encounter besides payment of ex-gratia and a suitable Government job to the wife of the deceased.
The JAC has also called for a 24-hour statewide general strike from January 31 midnight.

Speaking to media persons at RIMS morgue JAC Convenor Thangminlen Haokip said that if the government failed to institute a magisterial enquiry into the killing of Khupneilal Neihsial, a civilian, and Robert Hesei, a cadre of KNF, within January 31, the JAC will be compelled to impose a 24-hour statewide general strike from midnight of January 31.He said the bodies of the two will not be claimed till the demands are met.
Thangminlen claimed that security personnel shot them from a close range after halting them without ascertaining their identities.
The security personnel should have at least frisked them in the first place to identify them, said Thangminlen.
He said firing at cadres of an outfit under Suspension of Operation (SoO) without verification is condemnable.
Meanwhile, three other persons who sustained injuries in the incident have been identified as Helen Kuki (30), son of Chongsat of Saparmaina, Satmang Kuki (25), son of Thanglun of Keithelmanbi BM Road and Thangkholen Kuki (25), son of Thangjamang of Leimakhong.
All three of them are currently undergoing medical treatment at Regional Institute of Medical Science (RIMS) .
Meanwhile, all business establishments along the stretch of National Highway (NH)-2 between Kangpokpi and Motbung remained closed on Thursday in protest against the killing of Khupneilal Neihsial and Robert Hesei.
Kangchup Chingkhong Village Authority has also clarified that Khupneilal Neihsial, son of late Lallam Neihsial is a bonafide citizen and secretary of Kangchup Village Authority and that he was not related to any underground organization.
