State records 538 new cases, 17 fatalities
Test capacity dips below 3k; fatality, positivity rate climbing

Imphal, May 24 2021: After registering highest ever single day spike of 767 new cases on Sunday, the state on Monday recorded a reduced number of infections with government bulletins reporting only 538 new cases along with 17 fatalities.

However, the reduction in new cases is not good news since the reduction is not a result of successful containment measures of the government but a result of the inability to carry out aggressive testing measures.

Only 2600 samples were tested in the last 24 hours, out of which 538 positive cases cropped up showing a single day positivity rate of 20.69 per cent.

The dip in test capacity amid the rising tide of the pandemic has come when there are complaints of delay in getting test results for more than two days.

The People's Chronicle could not get a response from the state health authority regarding the reason for reduction in test capacity and failure of providing the test result in time.

Mention may be made here that daily test capacity during the peak of the first wave last year had crossed 4000.However, this year, the state health authority has not been able to cross the 4000-mark despite gravity of the situation.

So far, 16,439 positive cases and 350 fatalities have been reported in the state since beginning of the current year, including 13,041 positive cases and 300 fatalities reported during the current month.

The last seven days reported 4568 new cases and 113 fatalities.

The 17 fatalities reported in the last 24 hours included a 50-year old male (IE), a 60-year old male (IW), a 32-year old male (Bpr), a 45-year old female (Kak), a 30-year old male (IW), a 75-year old male (IW), a 32-year old female (IW), a 71-year old male (IW), a 38-year old male (Tbl), a 57-year old female (IW), a 71year old male (IE), a 58-year old male (IE), a 98-year old female (IE), a 55-year old male (IE), a 61-year old male (IW), a 70-year old female (IE) and a 62-year old male (I) who passed away at Raj Medicity (4), Shija Hospitals (2), Babina (2), DH Thoubal (1), RIMS (1) and JNIMS (7) hospital respectively.

The cumulative number of deaths is 705.According to official reports, the 538 new cases included 530 people (264 male & 266 female) from among the general population and 8 personnel from Central Armed Police Force (CAPF).

Their samples were tested at RIMS (56), JNIMS (105), District Hospitals (121) and other private testing centres (256).The positive cases from among the general population are from Imphal East (164), Imphal West (202), Thoubal (18), Bishnupur (21), Kakching (12), Ukhrul (38), Churachandpur (34), Chandel (5), Senapati (8), Tamenglong (4), Tengnoupal (5), Kamjong (1), Noney (4), Jiribam (7) and Kangpokpi (7).All necessary measures like containment and contact tracing are in place.

In the last 24 hours, 611 patients were discharged from home isolation (507), RIMS (4), JNIMS (2), RD Wing (2), LANVA (3), BB (4), NSU (7), SHRI (5), Babina Speciality Hospital (1), CCC Lamboi Khongnangkhong (40), Jivan Hospital (2), Thoubal (7), Bishnupur (5), Kakching (6), Ukhrul (5), Churachandpur (7), Chandel! (1) and Senapati (3).The cumulative number of positive cases has reached 44,627 (general population - 40,900 and CAPF personnel - 3,727).Number of recovered cases is 37,478 (general population - 33,846 and CAPF personnel - 3,632) and number of active cases is 6444 (general population - 6354 and CAPF personnel - 90).The recovery rate is 83.98 per cent.

In the last 24 hours, 1323 D type Oxygen Cylinders and 495 B-type Oxygen cylinders have been made available to different health institutions and health facilities.

District Hospital and Government institutions have 186D,61B type filled cylinders and detailed allocation in the district healthcare facilities is Bishnupur (34D,0B), Chandel (18D,4B), Churachandpur (14D,4B), Senapati (18D,0B), Thoubal (46D,13B), Ukhrul (7D,0B), Tamenglong (7D,0B), Jiribam (20D,13B), Moreh (5D,6B), Mao (4D,6B), Kamjong (3D,1B), Kangpokpi (5D,1B), Kakching (1D,8B), Pherzawl (4D,5B) and Noney (0D,2B).As of Sunday, 3,45,618 individuals have been vaccinated against Covid-19, according to CCR report.

Meanwhile, 99 new positive cases of Covid-19 were detected during RAT conducted in Kakching district on Monday.

But the new cases are yet to be reflected in the official report of state IDSP.

Out of the 99 new cases, 39 are from Wangoo Khunou alone.

Six cases each were detected at Jivan Hospital and Ema Hospital while the remaining 87 cases were detected at government RAT Centre.

As per data maintained by The People's Chronicle based on IDSP and CCR reports, number of total cases in different districts are Imphal West (16,050), Imphal East (10,381), Thoubal (3256), Churachandpur (3106), Kangpokpi (1394), Tamenglong (1672), Bishnupur (2361), Senapati (973), Ukhrul (1041), Kakching (1777), Chandel (835), Noney (496), Tengnoupal (478), Jiribam (398), Kamjong (369) and Pherzawl (40).Fatality counts in different districts are Imphal West (270), Imphal East (182), Thoubal (71), Churachandpur (54), Kangpokpi (19), Tamenglong (7), Bishnupur (46), Senapati (4), Ukhrul (8), Kakching (25), Chandel (12), Noney (1), Tengnoupal (3), Jiribam (1), Kamjong (2), and Pherzawl (0) .

However, the figure does not match with data released by CMOs of some districts.

The state health authority is not willing to provide district-specific case status despite repeated request from media.

Data analysed by this daily shows that the rate of infection remains 14,382 confirmed cases per million population (based on projected population of 31,03,000 as per NCP report) against the national average of 19,345 CPM.

Test rate has improved to 2,20,760 tests per million population against the national average of 2,37,439 TPM.

Case fatality rate climbed up to 1.58 per cent.

In the past 24 hours, only 2600 samples were tested and the single day positivity rate was 20.69 per cent while the cumulative positivity rate further rises to 6.51 per cent.
