National level monitors to inspect rural development schemes

Works concerning more than 10 schemes taken up in various rural areas of the State under the Rural Development and Panchayati Raj Department, will now be specifically overseen by National level monitors.
According to an official source, the schemes which will be personally inspected by National level monitors (who are appointed by the Ministry of Rural Development) as first phase for the financial year 2018-19 are for Chandel and Churachandpur and are connected with schemes like Mahatma Gandhi National Rural Employment Guarantee Scheme (MGNREGS), National Rural Livelihood Mission (NRLM), Deen Dayal Upadhyaya Grameen Kaushalya Yojana (DDU-GKY), PMAY (G), National Social Assistance Scheme (NSAP), Pradhan Mantri Gram Sadak Yojana (PMGSY), Digital India Land Records Modernization Programme (DILRMP) and Pradhan Mantri Krishi Sinchai Yojana (PMKSY) etc.
The source mentioned that the National level monitors will carry out the inspection process from this month till November and as such, the monitors may visit the two districts at any moment notice.
The source informed that three blocks of the two districts will be selected and 10 Gram Panchayats (of each of the said three blocks for each district) will be inspected by the National level monitors.
The findings will be discussed with the stakeholders concerned for taking up necessary follow-up action, the source added.
The Centre for Logical Research and Development Studies has been appointed as the National Level Monitor for the purpose of the said inspection process.
On the other hand, the Ministry of Rural Development has also instructed the authority concerned to identify beneficiaries (without land) for housing for all mission or PMAY (Gramin) and to construct the necessary houses under the scheme at the earliest.
The source mentioned that Rural Development, Panchayati Raj and Mines Minister Narendra Singh Tomar personally sent a letter to Chief Minister N Biren Singh regarding the instruction as well.
The letter mentioned that the Central Government is planning to build houses for all the beneficiaries by 2022 and within the said time, the Ministry is targeting 1 crore houses built but there has not been any detailed reports from Manipur regarding the beneficiaries of the State who do not have proper land, the source added.
The source mentioned that Union Minister expressed apprehension that failure to provide necessary land to the said beneficiaries will result in failure to reach the Ministry's target.
As such the Union Minister instructed the State Government to give necessary instructions to the authority concerned to identify the landless beneficiaries from the permanent wait list of PMAY (G) and to provide them necessary land and to build necessary houses within a stipulated time period as well as to submit necessary report on the matter to the Ministry as well at the earliest, the source added.
