Imphal, November 18 2011:
Commemorating the revocation of Inner Line Permit System from the state by the then Chief Commissioner Himmat Singh on November 18, 1950, the Federation of Regional Indigenous Society (FREINDS) today observed the Permit System Deprivation Day at Manipur Press Club, Majorkhul Imphal.
Advisor, FREINDS H Kulla, President FREINDS Sapamcha Jadumani and Former Minister RV Mingthing were among others who attended the function as presidium members.
UCM President Yumnamcha Dilipkumar said that the implementation of the ILP system is not meant to prohibit non Manipuris from entering the state.
It is only to save the indigenous people of the state from the clutch of the non-Manipuris by allowing them to enter the state under some certain terms and conditions.
Even the colonial British Empire saved the indigenous minority communities from the major communities.
Unfortunately the present government is standing against the implementation of the system for some mere personal benefits.
Legal Advisor, FREINDS Gourahari said that the rate of non-Manipuri influx in the state has increased manifolds after the revocation of the system from the state.
He also expressed the need to implement the system to save the indigenous people of the state.
Sapamcha Jadumani in his speech said that the Royal Council of Sana Konung used to implement the permit or passport system to non Manipuris during the British Rule.
The Act was implemented in the state from around 1901 in a separate way.
The system came into force from November 1, 1939 and was active till November 17, 1950 .
By the time, even Mahatma Gandhi and Rabindranath Tagore were not allowed to enter Manipur without a permit let alone the civilians, he said.
According to the census report of 2001, the population of Non-Manipuris in the state had reached 7,04,488.Meanwhile, there are many small indigenous communities whose population is less than 1000, he added.
Kiku Mothers'Association's President Rose Mangshi appealed to all the tribes of the state to come forward and support the issue to save themselves from the clutch of the non-Manipuris.
