Hiyanglam by-poll on Oct 17

The by-poll to Hiyanglam assembly constituency of Thoubal district, which was earlier scheduled for October 15, will now be held on October 17 .
Addressing the media at his chamber in New Secretariat here on Thursday, Chief Electoral Officer O Nabakishore announced that the Hiyanglam By-poll had been postponed to October 17, as the Black Day observance falls on October 15 .
Black Day is observed every year in Manipur by various social organisations to protest the Merger of Manipur into India on October 15, 1949 .
Nabakishore said he chaired a meeting attended by Deputy Commissioner, Thoubal, Sub-Divisional Officer, Kakching and DGP of Manipur Police yesterday and decided to defer the by-poll date.
The CEO said casting of vote at a total of 34 polling stations of the constituency will be allowed from 7 am to 4 pm.
He said security forces including paramilitary personnel will be deployed at all the polling stations on the polling day.
Video coverage will be done to ensure free and fair voting and to avoid proxy voting, he said.
The by-poll is being conducted to fill the vacant seat following the death of MLA Maibam Kunjo of Manipur Pradesh Trinamool Congress Committee (PMTCC).
