Counter insurgency to set up in State soon: Dy CM

Deputy Chief Minister Gaikhangam, who also holds the portfolio of Home, today informed the State Assembly that a counter insurgency anti-terrorism school will be set up in the State to combat insurgency which has caused hindrance to the development in the State.
Replying to queries raised by Opposition MLAs during the discussion of on the demand grant for police Department in the ongoing State Assembly session, Gaikhangam said that nodal officers have been already appointed to implement the counter insurgency anti-terrorism school at the earliest.
Gaikhangam went on to say that the government is trying to make the Police Department a people friendly department by instilling discipline and boosting the moral of police personnel.
He also asserted that the relationship between police and public has improved considerably in the past years.
Stating that appointment letter to the SIs and Jemedars who were selected in the recruitment exam held in 2013 will be given once in-depth verification of the complaints and cases received regarding the recruitment process is done properly, he maintained that the government will give top priority on modernization of police including equipping the personnel with sophisticated weapons and resolving promotion matter in Police Department.
The Home Minister further informed that CCTV cameras will be installed in different parts of the city as it is a purposeful measure to control crimes and pointed out that the salary for Home Guards has been already increased.
During the discussion, MLA Dr I Ibohalbi said that police must maintain strict discipline and alleged that due to criminal investigative failures of the state police, Assam Rifles personnel arrested with illicit drugs have been freed on bail.
MLA Shyamkumar said that it is high time for the government to intervene into the incident of crimes and anti-social activities involving VDF personnel as there have been many instances where VDF personnel threatened and harassed civilians including students.
MLA Joykishan stressed on the need for setting up of the counter insurgency anti-terrorism school in the State by taking into account of rising subversive activities of underground outfits and procurement of adequate equipments for Fire Brigade along with appointment of its required staffs to facilitate their services.
Responding to queries raised during the discussion on the demand grant for vigilance, Chief Minister O Ibobi conceded that there had been an incident of embezzlement of fund for card holders of MGNREGS in Bishnupur district by some individuals through an insurance company called Birla Sunlife Insurance Company and assured that appropriate action will be taken up against those involved in the fund misappropriation after investigating the case by High Power Committee.
During the discussion on the demand grant for Home Guards, MLA L Ibomcha pointed out that the amount of honourarium paid to the home guards is meagre and demanded that it should be increased.
After minute discussion, the House unanimously passed six demands totally Rs 11,11,27,65,000 for including Demand no.7 � Police (Rs 10,69,40,68,000), Demand no 24.� Vigilance (Rs 2,91,16,000), Demand no 31.� Fire protection (Rs 10,75,04,000), Demand no.32 � Jail (Rs 16,11,67,000, Demand no.33 � Home Guard (Rs 10,67,08,000) and Demand no.34 � Rehabilitation (Rs 1,52,16,000) .
