The tale of two schools and Govt's indifferent attitude

Apart from the conspicuous lackadaisical attitude of the State Government towards administration of its own schools that has led to their downfall when it comes to the question of imparting quality education in comparison to private schools, a glaring example of indifferent attitude towards its own schools has come to the fore.
The revelation came to light when Hueiyen Lanpao paid an inspection visit to Ch Iboyaima High School at Singjamei Thongkhong in Imphal East district and Wangoo High School in Bishnupur district.
In Wangoo High School, which has classes from VI to X standard, only 9 teachers including the headmaster in-charge were found taking classes for a whopping 644 students.
There are only two science Graduate Teachers including the headmaster in-charge identified as A Kokil.
The school had to hire 9 private teachers to ensure uninterrupted conduct of classes for imparting education to the students.

For the Art subject, the school has 7 teachers including two appointed under RMSA.
The monthly salaries for the 9 hired teachers are borne by the headmaster in-charge with some help from local donors.
Forget about proper infrastructure, the school does not have toilet of its own.
The school authority has been urging the concerned Department of the State Government for the last 4-5 months for providing necessary infrastructure and facilities but no substantial step has been taken up so far.
Interestingly, despite such acute shortage of teachers and infrastructure, many students out of the total 70 who appeared in HSLC examination 2014 managed to pass in first and second division.
On the other hand, in Ch Iboyaima High School, which also offers classes from VI to X standard, but have just 48 students, there are in all 28 teachers including 7 for Science, 17 for Arts, 3 for Hindi and one for PT for taking classes.
Such disparity in the number of teachers posted in the two schools has raised some serious questions on the manner the State Education Department effects the posting and transfer of teachers or its often repeated effort for rationalization of teachers.
Surprisingly, in spite of large number of teachers posted in Ch Iboyaima High School, none of the 4 students who appeared in the HSLC examination could clear this year.
Believe it or not! During the inspection, one of the teachers was found conducting class for only 1 student in one of the classrooms.
Moreover, only one student of Class VI out of the six was found attending class.
As for the Class VII standard, which has 17 students, only 3 students were found attending the class.
Only two students of Class VIII out of the total 20 were found present at their class while for the Class X which has six students, no one was found attending classes.
There are also no clerical staffs and chowkidar in the school.
But to do the needful, a local man has been engaged recently to do the job of chowkidar on payment of Rs 2000 per month.
Such disparity in the number of teachers posted in schools.
