ATSUM apprises Guv on failure of HAC, ADCs

Leaders of All Tribal Students'Union, Manipur (ATSUM) has briefed Governor Dr Ashwani Kumar regarding the the ails afflicting the hill districts of Manipur on account of the failure of Hill Area Committee (HAC) to function effectively.
A seven-member delegation of the tribal students' body called on Governor Dr Ashwani Kr at Raj Bhavan yesterday and explained to him in detail the farcical scenario prevailing in the hill districts of Manipur.
According to ATSUM leaders, the Governor was told that if the Hill Area Committee (HAC) functions properly the incidents such as the border fencing issue, Silent village issue and Tousem-Jiribam boundary controversy would not have happened.
The ATSUM team had also reportedly informed the Governor about the inefficient functioning of the Autonomous District Councils (ADCs).
ATSUM leaders also conveyed to the Governor on the need to have a separate budget for the hill districts of Manipur.
According to ATSUM leaders, Dr Ashwani Kumar after lending a patient hearing had told the former that the only solution now is to secure the proper functioning of the Hill Area Committee (HAC) under Article 371(C) of the Constitution of India.
Meanwhile, ATSUM leaders have reiterated to start its second phase of agitation under ROTO (Reckoning of the Others) soon.
The proposed agitation of the tribal students' body will be on the issues of the setting up of setting up of a separate commission for the Scheduled Tribe in Manipur which was demanded by the tribal students' body and assured by the state government; securing the proper functioning of Hill Area Committee (HAC) under Article 371(C); healthcare and education.
