"Govt has ignored welfare of home guards"

The Manipur Home Guard Employees Welfare Association (MHGEWA) has accused the State Government of disregarding their concerns and even ignoring the Union Ministry's directives for the welfare of home guards.
Addressing a press briefing at MHGEWA Office at Luwangsangbam today, Yanglem Mangi Singh, president of MHGEWA said that the Ministry of Home Affairs had sent multiple communications to the Chief Secretary and Commandant General, Home Guard (DGP) to reserve seats in Group C and D posts for home guards and civil defence personnel, which unfortunately, the State Government failed to act on.
Stating that the Ministry had sent its third communication on this matter to the State on July 4, 2024, Yanglem Mangi said that the same provision has been implemented in Mizoram since 2010.However, due to poor departmentalization of the Manipur Government, this opportunity has not reached the home guards of Manipur.
He added that MHGEWA has sent letters to the Chief Secretary (DP in-charge), Commandant General Home Guard, Commissioner (Home) calling for redressal of their issues.
Yanglem Mangi further attributed the State Government's failure to implement the recruitment provision for home guards due to the absence of a separate Commandant General for home guards.
Highlighting some of MHGEWA's concerns and issues, Mangi stressed on the State's failure to draft a seniority list, transfer policy and create promotion guidelines among others.
Asserting that the Supreme Court had instructed payment of duty allowances for home guards as per the 7th pay commission, he maintained that the State Government has not paid them the full amount citing lack of funds.
Further, Mangi appealed for swift settlement of the pending sum.
