Dismissed employee found working for two years

An Arts Graduate teacher (RMSA) who had been dismissed for submission of forged BEd certificate at the time of joining service has been found working for two years.
Moreover, the same individual has been included in the list of candidates selected for higher secondary school contract Lecturers.
The particular individual joined service as an Arts Graduate Teacher (RMSA) on September 27, 2014 by submitting forged BEd certificate.
He was posted at Tharon High School, Tamenglong district.
As the BEd certificate turned out to be forged one, he was dismissed from service and an order to this effect was issued by the Education (S) Director on February 22, 2018.As per the notification for recruitment of Graduate teachers under RMSA, the candidates should be Graduates and BEd or similar education qualification.
In the course of the recruitment process, the said man submitted a BEd certificate purportedly issued by DM College of Teachers Education in 2004.Following several complaints, Education (S) sent a query to DM College of Teachers Education.
Subsequently, DM College of Teachers Education Principal Dr H Ibomcha sent a letter to the Education (S) Director.
The letter categorically stated that the man in question here neither studied nor passed BEd course from DM College of Teachers Education.
Subsequently he was dismissed from service.
The dismissal order issued on February 22, 2018 directed the Tamenglong ZEO to lodge an FIR under relevant sections of IPC within one month.
It further directed the ZEO to recover the amount he drew as monthly salaries within six months and deposit the same amount in Government's account concerned.
However, even after the dismissal, the said man continued to attend office at RMSA, State Implementing Society, Babupara and he is still attending office.
It is not clear whether the Tamenglong ZEO lodged any FIR against him or the amount he drew as monthly salary has been recovered or not.
After his dismissal from Department of Education (S), the man participated in the recruitment test for Chief Operating Officer under Manipur State Rural Livelihood Mission (MSRLM) and his name was placed at serial number 1 of the list of shortlisted candidates.
However, he was not selected on account of his past fraudulence.
However, he has been selected again in the recent recruitment of higher secondary school contract Lecturers in Political Science stream (serial number 14) under the Department of Education (S) .
