Imphal, July 30 2022:
Joint Committee on Inner Line Permit System (JCILPS) on Saturday submitted a memorandum to the chief minister containing 11 demands, including preparation of guidelines for the ILP system, setting 1951 as the base year and empowering the indigenous populace.
The memorandum was submitted through the Chief Minister's secretary at the CM Secretariat by a joint team of JCILPS Women Wing and Students' wing.
Speaking in this regard, JCILPS convenor Phulindro Konsam informed that the first demand highlighted in the memorandum is the need for preparing guidelines for the ILP system in the state as per Section 2 and 4 of the current ILPS Act so as to make it more effective.
The memorandum also urged for setting 1951 as the base year instead of 1961 which was adopted by the state cabinet on July 22.As the current Act does not provide much meaning for the indigenous populations, the memorandum also sought for setting up a State Population Commission, updating the NRC and putting the Manipur Land Reform Commission into action.
Phulindro then urged for tabling the demands enumerated in the memorandum during the ongoing session of the Assembly and taking unanimous resolution so as to prevent the people from launching any movement for the same.
