Good governance key to conflict resolutions : Jagat

Governor Gurbachan Jagat has said that resolutions to conflicts would emerge when there is good governance.
The Governor was speaking at the inaugural function of a seminar on Good Governance in Manipur: Dialogue with Civil Society and Capacity Building and Management at Hotel Classic, Imphal today.
The three-day seminar is being organised jointly by the State Academy of Training, Manipur; State level Nodal Agency of Integrated Watershed Management Programme and Bombay Natural History Society.
Observing that the people want peace along with justice, education and health facilities for their children, guidance in their agriculture work and closer rapport with the politicians and bureaucrats, the Governor called upon the bureaucrats and politicians to start behaving as 'service' and not as a 'ruling class' .
Governor Gurbachan observed the gradual erosion of values and traditions and a steep decline in the moral and performance levels of the civil administration, including the police.
Stating that good governance is a basic right of the people of the country, he said good governance should be adhered to throughout the country not withstanding whether there is conflict or not.

Asserting that no conflict situation arises overnight, the Governor said there is a much longer period for full blown conflict situation to arise and even if not anticipatory measures are taken earlier, the aggrieved parties should be taken together immediately and resolved the situation through talks.
"The Government should not hesitate to take the lead in initiating talks," the Governor said adding that the people of the area should be directly involved and nobody should be allowed to have the monopoly os speaking on behalf of the people.
Maintaining that where there is incompetence, corruption and injustice, such areas become a breeding ground for new conflicts, Gurbachan Jagat said children of the State in thousands are going outside due to the 'prevailing' situation and their crave for better education.
He also stated that the police and security forces need to be sensitised in case of operation conducted in the country while stressing the need to teach them the basics of human rights in their initial training or refresher course.
He said that the security force and police should also be taught that they are engaged in a struggle with their own people and the need to handle it differently.
Any intentional act of violation of human rights should be severely dealt with within a short period so that the message goes home to all the others, he asserted.
The Governor said that like in the case of Manipur or some other states where the demand for sovereignty is made, they should be told at the very outset that this is not negotiable and this can neither be discussed nor granted and there should be no room left for interpretations as it leads to kindling of hope that with little or more pressure the demands might be acceded to.
