Imphal, April 12 2013 :
Village Chief of Molsang under Churachandpur Sub-Division, Jamkhotinkai Haokip has alleged that in-charge Head Mistress of Sumkholen Junior School Seilhing Haokip and her husband Thangtinlun Haokip have been misusing the funds sanctioned under Mid-Day Meal and Sarva Shiksha Abhiyan (SSA) of the junior school located at the village by counterfeiting his signature.
"Without any information, she (Seilhing) removed me from the School Management Committee (SMC) and appointed her husband as member of the committee.
Not only this, forging my signature, they are draining off all the funds sanctioned under Mid-Day Meal and SSA, ," Jamkhotinkai said, while talking to Hueiyen Lanpao.
The 32-year-old Village Chief went on to inform that apart from misusing all the funds, the husband-wife duo hadn't given remunerations to the Cooks or constructed class room of the school for which the required amount had already been sanctioned.
Drawing the attention of Education Minister Moirangthem Okendro Singh and other authorities concerned over the existing poor infrastructures in the school, Jamkhotinkai contended that since Thangtinlun is not a resident of the village, his appointment to the SMC is illegal and should be disqualified immediately.

For almost the last 2 (two) years "unqualified" person who possesses only matric certificate is working as in-charge of Head Mistress of this school and view of this development, the government should send a permanent Head Master/headmistress urgently to replace of incumbent, the village chief demanded.
He also demanded action against the in-charge Head Mistress and her husband for allegedly forging his signature and siphoning all the sanctioned funds of the school.
When contacted with regard to the allegation of the village chief, Seilhing clarified over phone that most of the time, Jamkhotinkai is not available for urgent official works as he stays at Imphal.
So, for the convenience of SMC, she appointed her husband as a co-operator of Sumkholen Junior School-SMC bank account opened at UBI-Churachandpur.
Seilhing further informed that Sumkholen Junior School is a memorial school set up in memory of her uncle of the same name and hoping that involvement of her family members might be helpful in the development of the school she joined the school as in-charge Head Mistress.
"So, there is no issue if the government sends a qualified and permanent Head Master.
Me and other other staffs of the school would certainly welcome it", she said.
The co-education junior school has around 80 students and their Mid-Day Meal is prepared only when the provisions are provided by authority.
The school has received 3 bags of 50 Kgs rice and soon it would start providing foods to the students, the Headmistress in charge assured.
