A meeting between the Government and JAC representatives at the office of Chief Secretary Rakesh today failed to bring a solution to the deadlock.
The meeting is likely to continue tomorrow too.
The Government offered to fulfill all the 16 demands of the JAC by April 2002 while the JAC pressed for immediate action.
An official statement reiterated its appeal to the employees to resume their duty.
Pay bills of Police and MR personnel have been reportedly passed by the Treasury today.
Pay bills for Governor's Secretariat and Imphal West district police were also passed.
Sources said the Treasury office has admitted the pay bills of Bishnupur police and commandos.
The JAC in a meeting today resolved not to retract from their stance.
More Departments will be joining the strike.
Electricity Department decided to join the JAC cease work strike from November 16.Water Supply Department employees have also decided to support the agitation and stop supplying drinking water to the public.
However, no date has yet been fixed as the employees feel that the Government might take advantage of their decision on technical grounds.
Doctors and field staff of the Veterinary Department will also be joining the strike from tomorrow.
All Veterinary dispensaries, hospitals and ICDP centres will stop functioning from tomorrow, according to an intimation from the department to the JAC.
Staff of the Dairy, farms, pony, piggery, cattle and duck farms will also join the strike from November 10.
