Three officials of the State's Fire Department have been reportedly promoted to SO by the department's higher ups against established official recruitment norms.
According to source, post of three SOs in the Fire Department have been lying vacant which are meant to be filled in through open recruitment.
However, instead of conducting open recruitment process, the department officials filled the posts by way of promoting three staff against the norms.
As per a revised recruitment rules issued by the Additional Secretary (DP) in connection with the filling up of 16 posts in the Fire department on December 8, 2011, 75 percent of vacant posts would be filled by promotion while 25 percent is to be filled through direct recruitment.
Altogether, 16 posts are lying vacant in the Fire department.
According to the RR, 13 posts are to be filled by way of promotion while 3 posts are to be filled through open recruitment.
However, superseding the recruitment rules, the department officials promoted three staff to the post of SO according to their whims.
It may be mentioned that while issuing advertisement for the post of SubOfficer, the concerned employment exchange office had stated as a criteria that applicant for the post should be Class XII pass and should complete the SO course at National Fire Service College, Nagpur.
Since private candidates are not admitted in the said college, no application for the post was received.
Following this, the Director of Fire Service, N Noren had asked the Home Department to
revise the RR.
In compliance with the application, the Additional Secretary of DP, T Ranjit issued a revised RR for the said post in December last year.
According to the revised Recruitment Rules, the candidates should be in the age group of 20-25 relaxable for five years for SC/ST candidates and ten years for candidates of the department.
The educational qualification should be graduate or equivalent from any recognised university.
However, instead of conducting open recruitment, three staff of the department have been promoted to the post with reason best known to the officials, the source said.
