'ADC Chairmanship wave sweeps Senapati and Sadar Hills'

Kangpokpi, October 27 2014: Even before much has been achieved under the grass root level governance revived after 20 years, the Senapati and Sadar Hills ADC is again facing another political imbroglio for the top Chairman post.

It has just completed four tasteless years this month and with just one year short of 2015 ADC election, the battle for Chairmanship post in Senapati and Sadar Hills ADC has emerged again with the ADC Sadar Hills members in connection with the No Confident Motion for removal of the incumbent Chairman ADC Sadar Hills Haokholal Hangshing cast their vote in secret ballot here today.

The vote casting presided by DK.

Thangboi, MCS, Addl.

DC Kangpokpi begin at around 11:30 am this morning at the Conference Hall of Sadar Hills Autonomous District Council, Kangpokpi.

All the existing 25 members including the current Chairman Haokholal Hangshing and former Chairman SH.

Seipu participated in the vote casting.

Thangboi, who is also the Addl.

DC Kangpokpi there is no report of any uncivilized and unsolicited incident during the vote casting.

The Presiding Officer also said that the result of today's vote casting cannot be declared without the permission of the High Court while the ballot box has been sealed in front of all the members and later deposited at Kangpokpi Police Station as per the instruction and order of the High Court accordingly.

SP of Kangpokpi Md.Jakiruddin, MPS confirmed the deposition of Ballot box at the police stating that the Presiding Officer with the Chief Executive Officer of SHADC, Kangpokpi deposited the ballot box at the station at around 1:15 pm.

Meanwhile, coming to light about the formation of dissident groups against the incumbent Chairman of Senapati ADC Henry Hiile, a reliable sources has confirmed that, a political camp by another group has been set up since some weeks back to mobilize more ADC member in dethroning Henry who is facing such major political imbroglio for second time.

The first being in 2012 where, the dissident group failed to hit the targeted mark after two splinter group emerged and one majority group aligned with the present Chairman, thus ending the drama on high note.

It also confirmed that, hectic campaigning is on to gain numbers which is now figured at 12 against 14 ADC members.

Sources from ADC Chairman however have ruled out any breakup of the simple majority numbers and that the chairman post is intact and fine.

All attempts to reach out to the dissident group proved futile as some ADC members refuse to indulge into the issue for now.

Interestingly, source has also informed that, the both the camps are backed by some present Manipur Assembly elected members and that; the opposite camp is nominating a veteran ADC member from Paomata sub-division.

Identities and details of rebelling leaders and elected members were not disclosed but the present ADC scenario is a projection of old one, stated the source.

Most of the ADC members are lodged in political camps and out of reach by outsiders especially the villagers stated a social leader who could not reach his ADC member in Imphal.

Amidst political controversies and boycott call by Manipur Naga frontal bodies filling up the four years of ADC rule, the political drama of dislodging the present Chairman refuse to die down.

Here, the ADCs in Manipur have been protesting in Imphal and also in New Delhi about non-devolution of powers as empowered by the Indian constitution in running the grass root government.

Coupled with uncomfortable Imphal based office administration and indecisive attitude of the State Government and Union Government to devolve more powers to ADCs, the otherwise 26 ADC members Congress ruled Senapati ADC along with other Tribal District ADC is expected end with poor devolution of powers and status quo boycott call by Naga frontal bodies.

According to different comments of the villagers, much developments and funds needs to be reached out to the voters and villagers before the tenure ends but the present political mess has deter such people's wishes.

Additionally, with poor response from State Government and Center for devolution of powers and political instability among the ADCs, the present trend will only worsen the situation which will divert the issue of development to political battles.

A political analyst commented that, the onus lies with the ADC members to come together and resolve the matter or end the tenure prematurely.

Another veteran former ADC member stated that, such instability of the government is time consuming and concerning as the concerned Minister or State Government has not reacted to it till today.
