Govt unable to declare David, Samson as fugitives

Imphal, May 24 2012:
Even though the Court had earlier issued proclamation against David Choro, then President of ANSAM and Samson Remei, then Chairman of UNC in connection with imposition of crippling economic blockade along National Highways 39 (now 2) and 53 (now 37) and their whereabouts are not known, they have not been declared as fugitives so far.
David Choro (50) s/o late Adani of Makhan village, Senapati district and Samson Remei, s/o Meikupao Remei of Chingmeirong Kabui Khul have defied the proclamation order of the Court and still remaining absconding.
Both of them were proclaimed by the court on account of their involvement in the economic blockade which hit the state from April 24, 2010, on NH 2 and NH 37, for 63 days.
According to reliable source, one RK Joysana of Yaiskul filed a PIL in the Gauhati High Court, Imphal Bench taking serious note of the economic blockade which affected the general public of the state to a large extent.
Subsequently, acting on a court order, a suo moto case was taken up by Imphal West District Police.
Along with registering an FIR case, a massive search for David Choro and Samson Remei was conducted.
However, police could not locate their whereabouts.
Later, the state government declared them as 'wanted' after a non bail-able arrest warrant was issued at the request of Imphal West Police.
Even after the non bail-able arrest warrant, the duo could not be arrested by the police and consequently the Court issued the proclamation order against them.
The source further revealed that the statement of the police personnel related to the case of Samson Remei had been recorded, but the statement of the police personnel related to the case of David Choro has not yet been collected so far.
If the statements have been recorded then both David Choro and Samson Remei would have been declared as fugitives by the state government.
