Imphal, December 17 2012:
All major markets in Imphal area would remain close down on December 20, the concluding day of the State Assembly session, to press the demand for implementation of Inner Line Permit (ILP) in the State.
Informing this to media persons at the office of FREINDS at Keishampat here today, Sapamcha Jadumani, Convenor of Joint Committee on Inner Line Permit System, informed that the shutdown in markets in Greater Imphal area including Khwairamband, Singjamei, Khurai Lamlong, Kwakeithel, Pureiromba market, etc would be enforced from 4 am to 6 pm on December 20 .
Jadumani observed that following the movement launched by the Joint Committee on Inner Line Permit System for re-implementation of ILP in the State, the State Assembly passed a Private Member Resolution and the State Cabinet also decided to re-implement ILP in the State.
Subsequently, the decision of the State Government was forwarded to the Union Home Minister Sushil Kumar Shinde.
Unfortunately, the statement forwarded to the Union Home Minister has turned out to be nothing more than five sentences, without any elaboration on the real situation prevailing in the State and the need of re-implementation of ILP.
It was only after the representatives of student bodies from the state along with leaders of Joint Committee on Inner Line Permit System went to Delhi that Sushil Kumar Shinde was made known about the prevailing situation in the state.
He recalled that during the meeting with the Union Home Minister, the student bodies and the members of the Joint Committee on Inner Line Permit System were told that the movement for re-implementation of ILP in Manipur is genuine.
The Union Home Minister even stated that if the issue is not settled in time, there might be a repeat of the Kokrajhar incidents of Assam in Manipur.
This clearly shows the attitude of the State Government towards the public demand for re-implementation of ILP.
It is because of the failure of the State Government to exert pressure on the Central Government that the demand has not yet been fulfilled, Jadumani alleged, adding that "the inability of the State Government to put its decisions into action is really unfortunate.
