PAPPM rebukes Kh Mani over Unified Command remark

In a strongly worded press statement, the People's Alliance for Peace and Progress, Manipur (PAPPM) has criticised senior advocate Khaidem Mani for his comments regarding the order issued by the Governor of Manipur on May 31, 2023, concerning the reconstitution of the Unified Headquarters (UHQ) .
PAPPM accused Khaidem Mani of misinterpreting the order to create public confusion, aligning his views with that of the Assam Rifles.
The PAPPM press release noted that Khaidem Mani, who chairs the organisation Taragi Cheisu, has been publicly claiming that the chief minister still heads the Unified Command.
PAPPM, however, clarified that according to the Governor's order, the CM s name does not appear in the composition of Unified Headquarters.
Instead, the security advisor to the Government of Manipur is listed as the chairman, while the administrative secretary (Home) serves as the member secretary, with other officials from the state and central agencies making up the 12-member body.
PAPM further highlighted that while the CM can call meetings of the UHQ as highlighted by Khaidem Mani, he does not have a direct role in formulating policies or strategies for counter-insurgency operations, contrary to his claims.
PAPPM also refuted Khaidem Mani's suggestion that the chief minister retains command over the UHQ, stating that this responsibility has shifted as per the May 31, 2023, Orders.
The PAPPM statement urged Khaidem Mani to carefully interpret the order and refrain from misleading the public.
They invited him to engage in a public dialogue to clarify his stance and warned of potential legal action if the misinformation continues.
PAPM concluded by calling on the public to remain vigilant about such misleading narratives and emphasised the importance of understanding the legal framework governing the Unified Headquarters in the state.
