RIMS Accounting Assistant deposes in dental chair purchasing case

Waikhom Tomthin, the Accounting Assistant of RIMS Account section, gave his submission before the Special Court CBI Manipur as prosecution witness in connection with RIMS dental chair purchasing case.
Two accused of the case, Professor Dr Rajiv Ratan Sukala and Subendra Mukherjee, were absent from the hearing (after filing dispense) although the three other accused, Sinam Sekharjit, Elangbam Devendro and Haobam Shanti, were present along with their respective counsels.
In his submission, Waikhom Tomthin stated that on the instruction of Account Officer, Humananda as per a letter of the CBI signed by then RIMS Director, Ch Arunkumar, he (Tomthin) along with N Angamba (Assistant of the Purchasing section/ RIMS) handed over the copies of bank statement for the month of March 2013, sanction letter of grant in aid for 2013, budget estimate of the year 2013-14, expenditure statement (equipment) for the year 2012-13 and for the period of April 1, 2013 to July 9, 2014 as well as the list of equipment supplied by M/S Mukherjee Enterprises, Kolkata, to the CBI.
He also submitted that as per the sanction letter received from the Ministry of Health and Family Welfare, North East Division, the allocation of funds for RIMS is Rs 178.25 crore for the financial year 2012-13, out of which Rs 8 crore were meant for equipment.
Tomthin stated that according to the ledger amount for advance payment, a sum of Rs 49,94,080 was paid in advance to M/S Mukherjee Enterprises on March 2013, for the financial year 2012-13 .
Similarly, as per the ledger amount of direct payment/ expenditure of the year 2013-14, a sum of Rs 49,94,080 and a sum of Rs 59,63,360 were both paid on July 9, 2013, to Mukherjee Enterprises on account of payment for the dental chairs.
The submission of Waikhom Tomthin was cross examined by the counsels of Subendra Mukherjee and Dr Sinam Sekharjit.
Later, the Court discharged W Tomthin from the case and fixed February 8 for the next hearing of other prosecution witnesses of the trial.
