Imphal, November 27 2013: The Ningchon Village Authority has expressed displeasure over the manner in which the DRDA Ukhrul is implementing the Border Area Development Project (BADP) in respect of Ningchon village, Kamjong subdivision.

A statement issued by the Headman of Ningchon village said that the village has been awarded the Coffee Plantation and Perkia plantation scheme under BPAD for 2012-13 .

However, the selection of agencies for the implementation of the scheme was done through nepotism and favouritism without any regard to the norms, alleged the headman while adding that the fund is also released directly to the account of the agency without any regard to the norms.

Besides, the recommendation of the concerned VA has been never considered.

The VA statement said this practice is not known in respect of other villages which are awarded the scheme where the fund is released through the account of the VAs.

Since fund is released in total disregard to norms, the concerned VA should not be held liable in case of discrepancy in the implementation of the scheme, the headman said.
