O Joy charges Governor with violating Indian Constitution

Veteran politician O Joy has charged Governor Gurbachan Jagat with violating the Constitution of India in appointing a Protem Speaker to administer oath to the newly elected members of 10th Manipur Legislative Assembly.
Addressing media persons at MPP's head office here today, O Joy pointed out that the Governor of Manipur appointed MLA L Nandakumar as the Protem Speaker purportedly under provision of Clause (1) of the Article 180 of the Constitution of India while the Speaker of 9th Manipur Legislative Assembly I Hemochandra was still in Office.
It was only in the evening of the same day that Hemochandra vacated his office.
O Joy further pointed out that since a Protem Speaker was appointed before the elected Speaker vacated his office; the issue of presence of dual Speaker came up.
This clearly indicates that the Governor violated provisions of the Constitution of India in an unprecedented manner.
He also asked whether the appointment of Protem Speaker under such circumstances is constitutionally valid and any business conducted under the said Protem Speaker is valid or not.
A number of representations have been submitted to the Governor in this regard, but no response have been received till date, O Joy added.
