Censure Motion mooted against Nasir

Opposition MLA Dr I Ibohalbi has served a notice to the Secretary of Manipur State Legislative Assembly for moving a Censure Motion at the Assembly Session to sack Fishery and Agriculture Minister Md Abdul Nasir.According to information received from the Assembly Secretariat, cases of moving Censure Motion in the Manipur Assembly Session are very rear.
The notice served by MLA Dr I Ibohalbi is in accordance to rule number 128 of the Rules of Procedure and Conduct of Business.
The censure motion is to be moved taking serious note over the incident of assaulting Alam Azad, a Congress worker, during the Manipur Sangai Festival by Minister Abdul Nasir on November 25 in full public view.
In his notice, Dr Ibohalbi contended that a censure motion against Minister Abdul Nasir is essential in view of the unruly conduct of the Minister who even encourages his escort personnel to join him in assaulting a person in full public view.
Meanwhile, experts on Assembly procedures have explained that Censure Motion is not like No Confidence Motion, the two are quite different.
Leave has to be taken while bringing up a No Confidence Motion on the floor of the House, and if at all a leave has to be taken, it has to be approved by at least 10 members of the House.
However, in the case of a Censure Motion, no leave is required to be taken and at the same time it does not required the support of the members of the House.
The experts further explained that taking up of a Censure Motion on the floor of Assembly for sacking a Minister is an important issue and the Chief Minister has to understand the merits of the motion being raised.
However, the discussion of the Motion on the floor of the House depends on the wisdom of the Speaker and to reject a Censure Motion which as all the credibility and merits is considered a shame to the democratic set up of the country.
