People should take onus of enforcing ILP: FH

People's response against resumption of issuance of ILP pass showed that they have lost self-confidence, said Federation of Haomee sarcastically in a statement issued today.
Keeping COVID-19 pandemic in the mind, issuance of the ILP pass was suspended on March 18 but following an order issued by the State Government on July 21, issuance of ILP pass was resumed, said the federation.
Despite the rapid surge in the COVID-19 cases, the State Government continues to issue ILP pass to non-locals but the public seemed least concerned about it, the federation remarked.
These non-locals are being given shelter and employment by the State's local people, said the federation reminding everyone the very cause of the issue.
"State natives are responsible for the entry of non-locals into the State and thus they should boldly accept the consequences", it said while saying that State natives should be vigilant and assist in regulating the entry and exit of non-locals.
It won't be right to leave the matter only in the hands of the Government, it said adding that people should join in examining whether non-locals possess valid passes and documents.
If the non-locals are found without valid passes, they should be handed over to the police and they must bear the penalty as per the Bengal Eastern Frontier Regulation, 1873 or any other relevant law, it said while adding it is a rightful duty of all to help enforce ILP system fully in the State.
Moreover, the influx of foreign Nationals is also another main concern and to identify and to deport them back to their native places is the responsibility of the Government.
There is no use of implementation of the ILP system in the State, if the Government has to ignore reports of abnormal population growth in certain areas or fails in collecting correct census data, it said.
ILP system will remain ineffective and partial until the State Government has a unambiguous definition of "Native People" mentioned under Clause 7 of the Bengal Eastern Frontier Regulation, 1873, the federation said while urging the State Government to fulfil all the criteria of the ILP system at the earliest to safeguard the indigenous people.
