UADC urges State Govt for discussion of power devolution in Cabinet meeting

Ukhrul Autonomous District Council (UADC) urged the State Government for discussion of power devolution under the Manipur (Hill Areas) Autonomous District Council Act (3rd Amendment) 2008 and to frame new rules for smooth implementation in all hill district of Manipur under ADC.
Ukhrul ADC, Chairman Dr Yaronsho Ngalung, while briefing the media persons in his office chamber today, stated that the State cabinet meeting will be held tomorrow at Mini secretariat office complex Hamleikhong, Ukhrul.
Dr Y Ngalung also highlighted the problems and difficulties of ADC functioning in the hill districts.
Although the State Government has devolved power through third amendment act 2008, however no rules has been framed so far for implementation and empowering District Autonomous council to be fully functional.
He also mentioned about the shortage of teaching and non-teaching staffs in all 158 council schools of Ukhrul district as there was no recruitment since 2010 .
The monthly honorarium for the Councillors, Rs 10,500, inclusive of housing allowance with no other facilities or amenities needed to be reviewed or revised as it is very difficult to manage with the meagre honorarium, he added.
Ukhrul ADC Administrative Block construction work which started from 2012 is yet to complete and it causes immense inconveniences to accommodate Councillors as well as the administrative staffs in the old council office, Dr Yaronsho complaint and appealed the State Government to include Chairmen of the respective district ADC or at least co-ordinator of six ADC Chairmen Forum of hill districts to be the member in TA Work Advisor Board to maintain fairness.
He also mentioned the need to review the Border Area Development Programme (BADP) implementation and the immediate attention needed from the State Government regarding the ongoing restoration work from Litan to Finch corner.
Dr Yaronsho then expressed gratitude to all CSOs, VAs, well wishers and the people of Ukhrul for ensuring NPF victory in the recent Lok Sabha election.
