MHA notifies PAP exclusion

The Ministry of Home Affairs (Foreigners Division), Government of India has excluded the entire area of the State of Manipur from the Protected Area Regime notified under the Foreigners (Protected Areas) Orders 1958 for a further period of one year with effect from January 1, 2013, according to an official order issued by Joint Secretary (Home), Government of Manipur on Friday.
However, citizens of Afghanistan, China and Pakistan and foreign nationals having their origin in these countries would continue to require prior approval of the Ministry of Home affairs before their visit to the state of Manipur, says the order issued by Ningthoujam Geoffrey, Joint Secretary (Home).
It may be ensured that they are not allowed to visit the state without the requisite Protected Area Permit (PAP).
If any such national is found visiting the state without the PAP, action may be taken under the relevant provisions of the Foreigners' Act.
It says citizens of Myanmar visiting the state beyond 16 km from the Indo-Myanmar border would continue to require prior approval of the Ministry of Home Affairs before visiting the State.
It adds all foreigners visiting Manipur will register themselves with the Superintendent of Police (CID/SB), Manipur who has been designated- as Foreigners Registration Officer (FRO) of the state within 24 hours of their arrival.
State Government of Manipur will ensure strict implementation of these provisions.
FRO/Police authorities should keep a close watch on the activities of the foreigners visiting the state.
If anything averse is found, approval action may be taken under the relevant Acts, including the Foreigners Act.
Foreign missionaries visiting the state may be given missionary visas as per the provisions of Chapter 8 of the Visa Manual.
In order to monitor the movement of the foreigners in the state, certain actions would be taken by the FRO, SP and CID/SB, Manipur.
Check points are to be established at entry points at Imphal Airport, Mao and Jiribam, the order further says.
