"There are witnesses that SP gave firing order," the MLA asserted.
Terming the Ukhrul's volatile situation as an outcome of militarization and enforcement of 144 CrPC Act, Risom felt that it is "politically motivated" and had earlier verbally apprised the State Governor on the matter.
He said that the State government had taken the entire people for "ransom," after the killing of ADC member Ngalangzar Malue.
On Sunday, the town witnessed uneasy calm with 41 Assam Rifles taking over the control of the situation as State forces remained in their barracks.
Earlier, the local MLA paid visit to the bereaved families of the deceased Ramkashing Vashi and Mayopam Ramror, who were shot dead by state forces, at the district hospital and shared his condolences.
He also visited and extended financial help to the injured persons who are undergoing treatment in the hospital.
Risom also met Deputy Commissioner Modak Hrisheekesh Arvind and enquired him on the yesterday's situation.
He was assured by the latter that a "detailed inquiry" would be constituted and takes all possible efforts to control situation.
After a brief visit to Tangkhul Naga Long office, the legislator rushed back to Imphal as meeting with Chief Minister Okram Ibobi Singh alongwith Deputy Speaker and Parliamentary Secretary Victor Keishing has been scheduled in the evening.
Meanwhile, an official report said the two jawans who were nabbed by infuriated mob were released at 5.36 PM yesterday, but two service AK rifles remained still traceless.
A condolence service of the two persons would be held at TNL ground on Monday, as the scheduled programme could not be taken up due to delay in post mortem.
An autopsy on the two bodies was completed by 5 PM today, while reliable reports informed that a 9mm calibre bullet was found inside the chest of Ramkashing Vashi.
