IAS promotion scam::: CAT rejects plea for action against HL report

Imphal, April 23 2013: Central Administrative Tribunal (CAT), Guwahati Bench has rejected the plea for taking up action against Hueiyen Lanpao in connection with the news report published over the direction given by the Tribunal to the Chief Secretary of Manipur for sending an officer well versed with the knowledge of Annual Confidential Record (ACR) .

After hearing a petition filed by Thaithuilung Pamei, an IAS officer of Manipur Tripura cadres of 1995 batch, against promotion of some IAS officers of Manipur Tripura cadres wrongly, CAT, Guwahati Bench had issued the directive for deputing an officer well acquainted with the knowledge of ACR in the next hearing of the case, which happens to be today.

According to reports received by Hueiyen Lanpao, in the hearing of the petition today, Yumnam Robita, Deputy Secretary of Department of Personal, Government of Manipur, pleaded before the court of CAT, Guwahati Bench to pass an order for taking up legal actions against Hueiyen Lanpao contending that the newspaper has tarnished the image of the Department by publishing the news report.

Yumnam Robita also produced the news report in question and showed it to the members of CAT, Guwahati Bench.

However, members of CAT did not respond to the appeal and ignored it altogether considering the truth of the matter.

Robita appeared in the court of Manjula Das, Judicial member and VN Gowda, Administrative member of CAT, Guwahati Bench after the Chief Secretary of Manipur had been directed by the Tribunal to send an officer well equipped with the knowledge of ACR.

CAT, Gauhati Bench had issued an order after a contempt/execution petition was filed by Thaithuilung Pamei, IAS in CAT, Gauhati Bench against the Chief Secretary, Government of Manipur, in connection with promotion of IAS officers of Manipur Tripura cadres wrongly.

Thaithuilung Pamei is an IAS officer of Manipur Tripura cadre of 1995 batch.

He was promoted to senior scale in 1999 and in 2007 he was again promoted to Administrative grade.

He served as the DC of Ukhrul and Tamenglong district.

Thaithuilung Pamei was eligible for selection Grade in 2008 and Super Time Scale under Commissioner rank in 2011.However, instead of promoting him to the relevant grade, two junior IAS officers have been promoted to Selection Grade and Super Time Scale.

T Pamei had submitted a written application to the Chief Secretary of Manipur in 2012 for promoting him to the desired grade in October 10, 2012, but no action was taken up.
