Memo to SC judges seeks resettlement of IDPs

The Relief Committee Manipur for Internally Displaced Persons (IDPs) submitted a memorandum to the chairman of the National Legal Services Authority and the Judges of the Supreme Court of India during their visit to relief camps in Bishnupur district on Saturday highlighting the urgent need to resettle the displaced persons to their ancestral homes, ensure free medical care, provide equal facilities to all IDPs, and offer free education and job opportunities.
It also called for immediate action to stop violence by armed militants and miscreants, and ensure safety and security of innocent civilians.
The Relief Committee, a solidarity group working for the welfare of IDPs affected by the ethnic conflict, highlighted the plight of the displaced persons languishing in various relief camps across the state.
The memorandum urged the Government of India to take immediate steps to stop the savage and heinous crimes committed by terrorists and miscreants attacking innocent people.
It also appealed for urgent action to protect these innocent civilians and restore peace and communal harmony in the state, so as to facilitate the people to live without fear.
The Committee also placed charter of demands for consideration by the visiting delegate and called for an immediate end to the dangerous situation where armed militants and miscreants are attacking innocent civilians, with urgent action to be taken against them as per the law of the land.
The memorandum further urged that efforts be made to resettle the displaced persons to their homes at the earliest and ensure free movement across the state.
The committee also sought equal and fair remuneration for the IDPs living in relief camps and called for free medical care services, including casualty/OPD and essential laboratory tests, for the displaced persons.
Additionally, it requested free medical treatment for those suffering from chronic diseases.
The memorandum emphasised the need for an order to ensure free education for IDP students, covering admission fees, examination fees, registration fees, and hostel fees up to the university level.
It also urged the government to accord priority in recruitment of IDPs in both government and private institutions and to ensure that equal facilities are provided to all displaced persons, whether they are living in relief camps, with relatives, or in rented accommodations, without any being left out.
The committee stressed the need for regular counselling to prevent suicidal cases arising from the dilemma and perplexity faced by IDPs.
The memorandum further highlighted the need to open a grievance cell for IDPs and called for the timely issuance of necessary documents such as domicile, OBC and birth certificates, and land records without unnecessary delays.
It also suggested enrolling IDPs in personal accidental insurance schemes like PMSBY, with a nominal annual premium of Rs 20 .
The Relief Committee expressed hope that the chairman of NALSA and the visiting Supreme Court judges would consider their requests and initiate immediate action for the welfare of the displaced persons in Manipur.
