In his complaint, Modhu reportedly accused Y Mohendro Singh, former president of the Bharatiya Sahitya Akademi, Manipur state branch who handed over the certificate in 2009 .
Modhu was informed of receiving the fellowship award by the then president of the Akademi that he had been selected for the award to be distributed during the 25th National Conference of Dalit Writers in New Delhi on December 8 and 9, 2009 .
When, Modhu met him, Mohendro advised him to pay ' 1000 to receive the certificate without attending the certificate distribution.
Accordingly, he deposited the amount with Mohendro through one Gita Devi, a member of the Bharatiya Sahitya Akademi, Manipur branch and received the 'certificate' later.
