HC takes up suo-moto PIL for violation of jail manuals

Manipur High Court has taken up a Suo-Moto Public Interest Litigation (PIL) for the violation of jail manuals, Prisoners' Act and guidelines of the Supreme Court at the two existing Central Jails of the State.
The PIL was taken up after an under-trial prisoner moved a bail application at Manipur High Court on April 22 despite getting rejected earlier.
Acting on the bail plea, the High Court directed the District Judge Manipur East to inspect the condition of Sajiwa and Imphal Central Jails.
Subsequently, the District Judge submitted a detailed report to Manipur High Court concerning the jail manuals, Prisoners' Act and guidelines of the Supreme Court.

After a thorough analysis of the report, Chief Justice AM Sapre directed the Division Bench to take up a PIL with regard to violation of jail manuals at the Central Jails of the State.
Thereafter, a Division Bench comprising of Chief Justice AM Sapre and Justice N Kotiswar on Monday took up the Suo-Moto PIL and served legal notice to State Chief Secretary, Principal Secretary (Home), Director General (Prisons), Principal Secretary (Health) and Principal Secretary (Works) .
The top State officials are to file their affidavits before the High Court within three weeks from the date of issue of the notice.
The High Court has also directed appointment of an amicus curiae who will be assisting in the legal matters of the Court.
