Regional CCE meet delves into lapses in education policy

Imphal, March 11 2019: While mooting the idea of designing education policy in simple and feasible manner for translation it into action, Director of Education (S) Th Kirankumar has underscored the importance of focusing and analysing on genuine survey reports for framing effective education policy in the State and other parts of the country for restructuring and transforming education system in the country.

He was speaking as a presenter/facilitator in the inaugural session of a "Regional Meet on Continuous and Comprehensive Evaluation (CCE), North Eastern Region" which was organized by SCERT, Manipur at Classic Hotel, Imphal under the aegis of NCERT, New Delhi.

The Director went on to observe that the textbooks prescribed in the State are not suitable for testing and evaluating performance of students, specially students of lower classes as they are complex and thick.

He further pointed out that school textbooks are meant for enhancing the curriculum of students and it should be able to arouse attention of students besides having the quality of making the understandable easily to the readers (students).

Stressing on the need for effective implementation of education policy in the State, he said that teachers and authorities concerned need to put in serious efforts and holistic approach in implementing the education policy adopted in the State and in conducting proper evaluation of the performance of students rather than just implementing the policy only on paper.

He added that implementation of the education policy in the State is not up to the mark as of now although it has increased in the past four or five years.

Further stating that the CCE done in the State is not reliable, he pointed out that the NES report of the State which was conducted in 2017 and the State Achievement report of 2018 are not trustworthy as the results of students who studied in educational institutions with poor infrastructure and having the problem of acute shortage of teachers and staff are placed far better than those students studying in relatively well-resourced schools.

Such data indicate that the students who got better results use unfair means or the data are doctored.

In order to improve the education system in the State, it is essential to reveal the true picture of education system in the State and the teachers and administrators related should not feel shame of disclosing the pathetic situation of education in the State, Kirankumar added.

Meanwhile, Dr M Meenakumari Devi, Director, SCERT, Manipur conveyed that SCERT, Manipur has developed a source book on CCE in 2019 which was subsequently revised in 2016.It provides a clear concept on CCE implication, intention, significance, scope, implementation, role of teachers, parents, educational functionaries and administrators, teaching-learning process and remedial teaching etc.

SCERT, Manipur had also taken up many other initiatives in the State for the betterment of teachers and education sector in the State, including conducting workshops on CCE for teachers and programmes for intervention of DIET in CCE and implementation of CCE in schools, she added.

Professor Suniti Sanwal, Head DEE and Professor AD Tiwari, Head, PMD, NCERT among others also attended at the function.

Later Professor AD Tiwari also shared his experience on the topic "CCE: Ethos and Perspectives" in the technical session of the programme.
